Elias Martinez has been with the Edinburg Police Department for 16 years. Elias started training in 2010 and has since trained more than 30 dispatchers.
Elias became an Associate Trainer through TXDPS in 2015.
As an Associate Trainer, Elias has taught the Mobile 4800, Less Than Full Access 4801, and Full Access 4802 courses to telecommunicators, officers, jailers, police department support staff, police chiefs, and FBI
personnel from all over the Rio Grande Valley.
Elias was placed in charge of the Telecommunicator training program in 2017. During this time he redesigned the training regimen, created new training manuals, and specialized classroom training for the Edinburg Police Department. Elias also received his Basic Instructor license and is now creating courses including active listening, stress management, and “Know your local resources” training.
In April 2018, Elias received the NENA Training Professional of the Year award.
In September 2019, Elias received the Texas APCO Trainer of the Year award.
Elias has focused on Telecommunicator higher education for over a decade and demonstrates a genuine passion for teaching new generations.
Elias was promoted to Communications Manager in February 2020 and led his team through the pandemic. Elias is now focusing on Telecommunicator mental health awareness by sending his team to various trainings all over Texas, creating new policies & procedures, and pushing out flexible work schedules.
Elias continues to work on ideas on how to advance, influence, and cultivate the importance of the Telecommunicator’s role in the ever-changing world of Law Enforcement
